Framing a ‘Just Transition’ Mission for climate action with quality jobs

An important strand of climate policy is how to deal with the employment consequences of the transition to low-emissions production and consumption, particularly in countries and regions that have been dependent on fossil fuel extraction or consumption.

The quest for a ‘just transition’ for such affected communities is being pursued at both EU and international levels, including through the EU Energy Union and the UNFCCC forum on response measures. My report for the Foundation for European Studies proposes setting a just transition mission to spur activity at multiple levels, following the approach of mission-oriented research and innovation proposed by Mariana Mazzucato.
